The following parking fees are charged at the parking machines in parking zone 1:
Chargeable daily from 8.00 to 18.00 hours
Parking fees:
first ½ hour: free ticket
next 30 minutes: €0.50
each additional hour: €1.00
for one day (day ticket): €10.00
for one week (7 days, “weekly ticket”):
50,00 €
for one year (from January 1 to December 31 of each year, “annual ticket”)
a) for a whole year: €200.00
b) during the second half of the year (e.g. when moving to another country), valid until December 31 of the year: €100.00
c) for new issue (e.g. change of vehicle, loss): €50.00
d) If the ticket is no longer required, no fee will be refunded.
Where can I get the “annual ticket”?
The annual ticket is issued as a parking card and can only be purchased from the Zell (Mosel) town council. Up to three registration numbers can be entered on the parking card, which is only issued as a single copy. This allows the parking card to be exchanged between vehicles without the said vehicles being parked in the chargeable area at the same time. The application can be made verbally, in writing or informally by e-mail. The parking card will be issued upon receipt of the fee.
The following applies to the annual ticket:
No restriction on the total number and group of persons (residents / residents of other districts / residents with a second place of residence / employees / tradespeople, etc.)
Where can I get a resident parking permit?
The green resident parking permit is issued by the Zell municipal administration as the lower road traffic authority on application. Proof must be provided that the owner of the vehicle is registered in the “old town area” with their 1st place of residence.
What regulations apply to craftsmen's vehicles?
An exemption is available for craftsmen's vehicles, which is valid throughout the district of Cochem-Zell and beyond. Please submit applications to the responsible Zell municipal administration.
Is parking free of charge?
Parking without charges remains possible as follows:
In the town center in the area of the Mosel forecourt (MoselPark Zell) that can still be used.
In the entire Merl area in accordance with the StVO or the existing signage there
In the entire Kaimt area in accordance with the StVO or the existing signage there
Parking lot at the traffic circle (former Reis parking lot)
along the Moselle riverside path below the “Sandgärten”
in the area of the Kaimt fairground etc.
Everyone is aware that it is not possible to satisfy all interests with the new regulation. We have made every effort to keep the regulations as straightforward as possible:
We would also like to gain experience with this regulation to see whether it meets the requirements. If necessary, a change can be discussed and adapted.
I would therefore ask vehicle owners to gather their own experience first. I would also like to point out that employees and other vehicle owners in the commercial sector may be able to claim parking fees as income-related expenses or business expenses in their income tax return.
With the annual ticket, we deliberately want to treat the various interest groups equally. Only the road traffic regulations allow exceptions here. These include severely disabled persons with a blue parking permit.
The parking machines that are still missing will be installed in the near future. In addition to coin payment, the parking machines will also offer the use of debit cards (check cards).
When will the new regulations apply?
Some of the new parking machines are still awaiting delivery. As soon as they have been delivered and installed, the corresponding traffic signs will also be put up. We do not expect this to be the case before Easter.
We are aware that this mandatory charge will not be met with unconditional enthusiasm. The increased number of vehicles and the associated need for parking spaces require a regulation to ensure the safety and ease of traffic and to improve the quality of life in the “Altstadt”.
We ask for your understanding and are sure that after a period of familiarization, the regulation will generally improve the search for a parking space for residents and guests.
